Over the last decade, there has been a growing recognition of the need for a clear statement of the expectations for the linguistic development of the approximately three million students in U.S. schools who are learning English as a new language. Schools across the country are dealing with increasing numbers of English language learners, often without the benefit of ESL or bilingual teachers or a curriculum that addresses the language learning needs of these students.
As new national standards were developed in content areas such as mathematics, English, and science, it became apparent to language-and-education professionals that ESL students needed to be included in the equation of high standards for all students...
